By 1863 it was obvious that no gold or silver coins were circulating in most of the nation, due to uncertainty over the wartime economy. Coinage of these pieces fell at the Philadelphia Mint, and things would only get worse as the decade progressed. It's likely that many of the 1863(P) quarters saw circulation in Canada and Latin America, while some others were shipped to Europe and melted. The two mints then active also kept pieces on hand so that depositors of bullion could be paid any fractions of the dollar that they were owed. While this date is very scarce in overall numbers, a disproportionate number of survivors are in Mint State. Most examples are well worn, with the higher circulated grades being especially elusive. Typically, 1863(P) are quite well struck. Like many Philadelphia Mint silver coins of the 1860s, they may be found with striated planchets from the draw bench dies used to get each strip of metal to its proper thickness.
