The Mint continued to produce proofs of excellent quality during 1938, but its practice of repolishing used proof dies to further extend their life left many of the resulting coins with missing or incomplete features. Note the partially effaced lapel on the cent illustrated. Cameo examples of this date are very rare, and there's no indication that the Mint intended to produce this desirable feature.
