The mintage of proofs this year is unremarkable, being in line with the two preceding dates. Despite this fact, no fewer than four die marriages are known for the date. This suggests that the coins were struck in small batches over a period of months. Three obverse dies were paired in combination with two reverses. One of the latter was the durable die used for proofs dated 1866 (with motto) through 1870, while the other was used this year and again in 1870. While gems do exists for this date, the population data likely includes some resubmissions, particularly at the higher grades.
