This is another issue that is more rare than its mintage would suggest. This is particularly odd in that the published figure is for silver proof sets alone and does not include the number of minor proof sets sold separately. Since there was no precious metal to account for, the Mint failed to keep these records, though partial sales figures add another 64 proof two-cent pieces per the research of Kevin Flynn.
