This date enjoyed a slight boost in sales due to the perceived significance of the new century, these extra sales probably going to tourists visiting the Philadelphia Mint in 1900. Though this date has a reputation for sometimes being poorly struck by proof standards, the example illustrated has a completely formed obverse and just a touch of weakness on the lower left wreath.
