The Philadelphia Mint produced 1,000 silver proof sets in April of 1861, these to have on hand in anticipation of any orders received. Fewer than half this number appear to have been sold and the rest melted. Such a wasteful procedure was not approved by the incoming Mint Director James Pollock, and under his administration future proof coining was done in a series of smaller batches to avoid so many unneeded leftovers.
