The 1869(P) quarter dollar had the lowest mintage of the decade, and it is indeed rare across all grades. Mint State survivors are somewhat prooflike and even have the convex fields associated with proofs. It's possible that the sole die pair used had been prepared for striking proofs but was then redirected toward the manufacture of currency pieces.
