Sales of the U. S. Mint's proof coins continued their steady decline that began in 1901 and would progress through the remainder of this series. The switch from frosted relief to satiny or partially brilliant relief certainly didn't help matters, but it appears from contemporary accounts that collectors were generally dissatisfied with the current coin designs. Proofs of the past few decades had not advanced in value on the secondary market, and this was small inducement to buy them. Gems of the 1903 proof quarter dollar are fairly plentiful, with noticeably more Cameo examples than for 1902. Ultra Cameo specimens, however, are very rare.Read More
