The typical 1951-S half dollar is quite poorly struck from severely overused dies. This may be said of most San Francisco Mint coins made during the 1940s-50s, and the problem grew progressively starting with this date and became extreme during the final year or two of production there. 1951-S halves often have very pleasing luster as a consequence of their worn dies, and such surfaces are also more resistant to contact marks. Gems grading as high as MS-66 are not difficult to locate, but precious few of these will be certified as having FBL.
