Orders for the 1968-S proof sets had quickly exceeded the Mint's capacity to fill orders, and their issue price was soon tripled in the aftermarket. This led to even more unfilled orders in 1969, as the speculation in both dates was high before the new sets were even delivered (in those pre-internet days collectors placed their orders starting November 1 of the previous year, with delivery not even beginning until late winter or early spring!) The quality of the 1969-S proofs was generally higher than for 1968-S, as employees of the SFAO became more skilled at finishing the dies. Fewer coins are seen from severely overpolished and overused dies. Gems are plentiful, even with Cameo or Ultra Cameo contrast, though still greatly outnumbered by fully brilliant coins having little or not contrast.
